Market-watcher Art Cashin believes the major stock averages are at, or near, their lows, and will move in a narrow range for the time being.
   “What we think is that for the last three days you’ve had a roughly similar range. We may be defining the bottom horizontal line of a trading range that may last all summer, at least that’s partly the hope.”
